EXECUTIVE ORDER NO. 24

EXECUTIVE ORDER NO. 24 – DELEGATING TO THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT THE AUTHORITY TO GRANT AUTHORIZATION FOR THE CONDUCT OF NATIONAL FUND RAISING CAMPAIGNS

WHEREAS, pursuant to Executive Order No. 15, s. 1998, the mandate of the Department of Social Welfare and Development (DSWD) was refocused;

WHEREAS, in accordance with this refocused mandate, several changes were implemented relative to its structure, roles and functions;

WHEREAS, among the powers and functions of the DSWD which were sought to be strengthened in order to accomplish its role was the power to regulate fund drives, public solicitations and donations for charitable or welfare purposes;

WHEREAS, to further unify under the DSWD the said function it is necessary that the DSWD Secretary, as head of the department, must be able to give the final disposition thereon, without further recommending the same to the President;

Costed Implementation Planning is an important process that provides program management a tool to determine investments on focused and evidence- based interventions. It helps in mobilizing limited resources to targeted and strategic interventions that can produce the results. The CIP process enables the key stakeholders to discuss and set the priorities and targets to achieve the goals and objectives.
